Town Operations Center                                                                                   Town of Chapel Hill, NC

The Town Operations Center in Chapel Hill, the largest capital project undertaken by the Town, recently completed construction. 

The Town of Chapel Hill relocated their municipal services operations into a new campus that meets their program needs now and into the future.  The design of the facility allows the operations of the Public Works Department to be more efficient and increases productivity by creating a place more conducive to the employees performing their tasks.

Many users needed improved space, including:

  • Landscaping
  • Housing
  • Signage
  • Traffic
  • Sanitation
  • Building Maintenance
  • Street Maintenance
  • Stormwater Maintenance
  • Construction Maintenance
  • Fleet Maintenance 

Complex areas were a main challenge in the design of this project.  The designers of  Corley Redfoot Zack integrated highly technical equipment into the design of the facility.  For example, fleet maintenance, which repairs all of the Town’s vehicles from fire trucks to pickups, is the most complex area, with its variety of lifts and internal piping systems.  These systems pipe substances such as brake fluid from large vats to the vehicles through a series of hoses that flow over the work area and down from the ceiling.  Equipment such as this was carefully blended into the design of the workspaces to be handy and unobtrusive. 

The facility responds to sustainable building design criteria, both functionally and environmentally.  Corley Redfoot Zack built on experiences with other projects and applied the sustainable elements that made sense.  Examples of these features are:     

  • Daylighting in as many areas as possible creates a nicer, brighter place to work and saves electricity.
  • A rainwater recovery system recycles rainwater and uses it to irrigate the landscaping and wash vehicles.
  • Photovoltaic panels on the roof absorb the sun’s energy and convert it into electricity.   
  • A radiant heating system in the work bays keeps heat towards the floor by tubing in the floor slabs that is connected to the boiler. 

Corley Redfoot Zack delivered a well-functioning and energy-efficient design that eases the flow and increases the production of the Town employees’ daily operations.
